yeah you can do that, but most people don't tailor their charizards to kill NU tier slakings (which was just a throwaway example of how charizard is worthless in its own tier)

also most people don't pour EVs into charizard's spd whereas most people do with slaking so slaking is still going to outrun it

OU is right near the top, maybe 85% full, where there's still some room so you can move the cup. uber tier is full right to the rim, where if you dare move that cup it will spill all over your hands (and burn you if you're drinking coffee and tea). ubers being so good is their biggest fault. nobody uses them
