if you need it you can access it via the programming interface and i know you can interface with certain dlls with just the command line to perform tasks that would otherwise require c or c++

Internet explorer is more secure than Firefox, chrome, opera etc. By a pretty far long shot

MS has put a TON of time and money into making IE a secure platform and they did a damn good job, specially for windows 8. It's completely locked down, chained up, unbreakable and sandboxes a million tomes over. It basically has integrated mandatory access control

Plus all the haxors know that all the branded people use chrome now. so even the exploits that crop up from time to time have less of a chance of getting ran into the wild
