alright so here's my summary of 13.1 RC1:
GNOME: A COMPLETE CLUSTERFUCK ITS SO BUGGY AAAHH GNOME-Shell has so many graphics glitches it's just not usable at all. no updates that fix it yet
KDE4: the same thing as 12.3's KDE (including the super sexy leathery-dark theme), just faster and with upgraded software
XFCE4: same thing as KDE4, also sporting pretty, new-and-improved Adwaita theme that came with the new GNOME release a couple weeks ago, and a lot faster than 12.3's XFCE
LXDE: who gives a shit
one thing i noticed is that they're FINALLY packaging apparmor into the default install; usually it's available in the "select software" menu during install but it was never ticked for installation by default before, which was super annoying
