This is good and proper, because the network is hostile, always.

If you pack the file in a container, you can preserve the permissions. This requires the user to unpack the container to get a file that has preserved executable permission. This is good and proper, because human intervention helps put the kibosh on automagic spread of evil.

If executability simply depends on the last three letters of a filename, execute permission is preserved for simple files flung over the network. This is a horrible way to do things and should be discouraged. And anyone who suggests that this be introduced to any *nix as a "feature" needs to be taken out back by the dour men in long coats and his and his family's lives threatened if he ever bring it up again.
