So will these console players, clearly on equal ground, be able to create skins? Use/install skins? Make maps? Make mods in general, and be able to test them without switching to a PC?

The way I've always seen it is PC is better. Bottom line. But it costs more. The thing here is you get what you pay for. Consoles, being cheaper, are a far more simplified gaming experience, but a lot less maintenance heavy (not having to make sure your PC can run games, and is running properly).
