when all 100 are used there's a 100% chance of it landing on a number thats already taken so you're unable to upload any more avatars

the best part is i have no idea if the 'bug' is intentional in order to save bandwidth by not letting you upload < 64kb avatars or just the result of lazy engineerz

oh i thought you were asking me why im keeping record of my own

no idea, i'd say it would be to save space but it's infinitely more effecient to just have one slot that gets overwritten every time you upload an avatar (and this solves the problem of it jumping on slots that are already taken)
