on GIMP, you can make text go around in a circle by doing this:

1. make a circle selection (preferred if you check the "Fixed" box and have it set to "Aspect Ratio" with that as 1:1)
2. in the toolbar, go to Select > To Path
3. write some text, then click "Text Along Path" in the text dialog in the toolbox
4. go to the Paths box, like this
5. change the layer you're on to the background if you haven't yet, get rid of the selection (ctrl+shift+a), maybe get rid of the textbox you had
6. stroke selection
7. you'll get something like this



if you want it to go full circle, then change the text's space between letters in the text toolbox
